The improvement of education had been greatly taken into account in the past National Development Policy of Indonesia up to 1993. It is even more intensified in the second 25 Year Long Term Development Plan as stated in the 1993 National Guidelines of the State Policy, that emphasis of the national development is placed on the economic sector as the prime mover of national development, as well as on the quality of human resources.
